Hawkins in 1973 and a partnership was formed in 1976 for the purpose of planning and the development of the following: townhouses, garden and apartments, moderate rise buildings, retirement communities, and residentially oriented development catering to low and moderate income individuals and families.

Frank Hawkins and his Group, originally based out of Tyler, Texas, is the visionary developer and construction expert and the principle for the operations and financial portions of the business.
